註冊消費稅后應該要做什麼？讓關稅局消費稅組第2高級助理主任邱武江為你解答。

透過網絡註冊消費稅，只需10至15分鐘就能搞定，但麻煩的卻是註冊后，該如何從業務運營著手準備迎戰消費稅；邱武江直言，商家在完成註冊消費稅后，需要注意5個關鍵事項。

這包括了解及遵守稅務法規、文件歸檔和系統提升、應對法律和過渡時期產生的問題、員工教育與培訓，及供應商合約協調溝通。

“對于比較大型的企業，最好的做法是成立消費稅委員會，但小公司也應盡量讓公司上下所有部門委派一名員工，了解並商討與消費稅相關事宜，尤其是採購、會計與行銷部門，更要清楚消費稅推行細節與事宜。”

他指出，採購部員工必須確保4月1日起，所有接獲的發票都是稅務發票，如果能夠最好是拿到完整版稅務發票。會計部員工要做的是確保所有開出的稅務發票資訊正確，一旦開錯單老闆將面對關稅局對付。

 

檢討採購避免稅收重疊

“採購部員工需要檢討採購政策避免稅務重疊，值得注意的是，消費稅落實后商家成本降低，貨品價格料有所滑落，採購時應把這個細節納入考量。”

在確保公司人員都對消費稅有基本認識后，邱武江透露，下一步是確認現有供應商都是消費稅已註冊商家，盡量爭取讓供應商都註冊消費稅，以能在購買原料時索回進項稅；只有當買賣雙方都是消費稅註冊商時，才能向關稅局索回進項稅。

“在確認供應商都是消費稅註冊商家后，可就商品價格與供應商協商。消費稅落實后無可避免部分商品會漲價，但只要合情合理就不會遭政府援引2011年反暴利及價格控制法令對付。”

賬期越長 現金壓力更大

良好掌控現金流是平安度過消費稅時代的最大武器，賬期太長將面臨巨大現金壓力，盡量將賬期維持在1個月至3個月為佳，並定時審查客戶信貸期，一旦呆賬賬期超過6個月又沒有證明，只能自行承擔該筆稅款。

邱武江指出，商家在呈報消費稅時，需確保支付予政府的稅款與客戶付予的消費稅合理匹配，同時應謹慎監督客戶付款。

“商家在這個階段必做，是要時常檢查呆賬，在必要時向客戶發出追款通知。只要有做這個動作（追債），表示你試過追回欠款不果，當賬期過了6個月還是無法追回欠賬，可向關稅局要求索回已付的消費稅。”

他奉勸商家，盡最大努力將6個月或以上賬期拉短，或趕在繳付消費稅前收回客戶欠款。

“消費稅其實是個很友善的稅制，當商家買進很多貨但獲利少時，關稅局會補回進項稅給有關商家，不會讓商家吃虧。”

 

商家送禮逾RM500需繳稅

商家間的人情送禮為平常事，但在我國推行消費稅后，商家送禮若超過500令吉需繳付消費稅。

　邱武江指出，除了超過500令吉的禮品要付消費稅，就算是供貨或提供服務給公司內部人士如股東，及員工使用自家產品，都需付消費稅。

　“商業樣本則不用收取消費稅，不過為防有心人士走漏洞，派送的樣本不能與商品一般大小，需另外訂製。若樣本是機器，商家需另外製造比較小型的機器供樣品用途。”

　他說，另一個值得關注的事項為員工福利，諸如送車、為員工買醫藥保險跟俱樂部會員卡等，都要給消費稅。

　“除非有關員工合約當中已註明相關醫藥保險福利，才可不用付消費稅。”

 

若未在21天內開單 可申請延長稅務發票時間

進口商與販賣二手商品商家不能發出稅務發票，若是透過中間商達成的交易，商家需獲取中間商發出的自發發票（self billed invoice），確保雙方都有簽署合約。

邱武江說，大部分商家都會在21天內開單，若不能趕在這個期限內開單，可申請延長發出稅務發票的時間。

“有些商家是透過中間商買賣東西，所以不一定知道價錢，這個時候就要讓中間商開自發發票，前提是雙方一定要簽署合約。我們也允許供應商發出有關貨品的稅務發票，不過供應商得繳付6%消費稅。”

另外，他也建議商家應時時監控現有庫存，可趁價格滑落時進貨。若是有意為在消費稅落實前買進的貨品申請特別退稅，一定要有足夠證明文件，關稅局將分8期完成退稅程序。

“欲申請特別退稅，得注意3件事即先盤點手上庫存，備有相關進貨時的證明文件，最后是尋求特許會計師進行審計。”
